Chandigarh: The Punjab Governor and Administrator, Union Territory, Chandigarh, Mr. Shivraj V. Patil in his inauguraladdress in a seminar organized at PHD Chamber of Commerce on "Education Reforms – Building Strong Foundations" said that the first thing which should be done to provide education to all in the society is to make them understand the importance of education in life. Sometimes it is found that those who are in position to earn to sustain themselves do not attach required importance to education in the society also do not get opportunity to acquire the necessary education. If we change the situation, more education, modern education, can be provided to all in the society who need it.
He said that new education policy made in the regime of Mr. Rajiv Gandhi is quite comprehensive and it should be implemented. Fundamental Right to Education in the Constitution is a very big step in the direction of educating all in the society. The law made for this purpose should be implemented fully. He also said that education, for earning livelihood, for living in the society in harmonious manner, and understanding the meaning and purpose of life, should be imparted. As far as the education for the children of the ages between 6-14 years is concerned, the Governments have taken the responsibility on themselves. That would help the poor and the needy to acquire the primary and secondary education.
For tertiary education, more steps are needed to be taken. The Government of India has decided to establish 30 Central Universities in different States. The State Governments are also establishing new universities. A large number of Universities, colleges and the schools are required to be started to meet the demands of the students for education. The private sector can play a very important role in establishing educational institutions, colleges and universities. If they join hands with the Governments, the objective of providing education to all, can be achieved in a better manner. He said that in developing countries, education and research and development are done by private sector on a large scale. In India also, the private sector should be allowed to establish new educational institutions, colleges and universities, and research laboratories, and that would help in achieving the objectives which are fixed by the country for itself. He said the learned and educated persons in the society, who have wider knowledge and experience, should be involved in lecturing to the students. The media, the TV channels and the electronic gadgets, can also be used to take education to the door steps of learners. The concept of distance education, can help in providing education to a larger number of learners which should be adopted. He expressed satisfaction that the private sector industry and the men and women in the trading activities and industry are showing interest in promoting the educational activities.
