Special gram Sabhas, grievance redress camps held in across Jammu division
Jammu: Special gram sabhas were today held across Jammu Division districts amid varied activities as part of the Weekly Block Diswas meetings.
AT JAMMU
To get first-hand account of the public grievances, Deputy Commissioner, Anshul Garg presided over the weekly Block Divas programme at Dhok Jagir, Gura Jagir, Kaleeth and Panjtoot Panchayats of Block Akhnoor, Khour, Samwan and Bhalwal Brahmana. A large number of delegations, besides scores of individuals apprised him about the problems faced being by them in day to day life.
Vice Chairperson District Development Council, Suraj Singh; BDC Members, Balbir Singh Bhau; Parveen Kumar; ADC (Adm.) Satish Kumar Sharma; SDM, BDOs, senior officers from various departments, Sarpanchs and Panchs of different panchayats and a huge gathering of people from adjoining areas were present on the occasion.
The main issues highlighted during the programme were related to irregular supply of water and electricity, Revenue, encroachment on state land, pending compensation, new ration cards, PMAY houses, pendency under Ayushman Bharat golden cards, liabilities under MGNREGA, road connectivity and improvement of school infrastructure.
The DC gave patient hearing to the delegations and passed on the spot directions to the concerned officers for early redressal of their genuine grievances. He assured that the highlighted issues of public importance will be taken up with higher authorities besides all the pendency and public service delivery slackness shall be reviewed thoroughly.
He also impressed upon the officers to work with zeal to achieve the targets ensuring the delivery of the benefits to the rural masses. He said that the motive of convening Block Diwas was to reach out to the people and understand their problems.
AT SAMBA
Special Gram Sabha with Prime focus on Jal Shakti Abhiyan were organized across 101 Panchayats in District samba
Deputy Commissioner Anuradha Gupta participated in Gram Sabha at panchayat Glard of block Samba.
The DC visited panchayat Glard on Zero line border and took part in the g Gram Sabha. District Development Council member Subash Bhagat, and senior officials were also present.
Sarpanch, Shivata, on behalf of the local public projected several demands and sought better road connectivity, quality power Supply, Border resident certificate, High Secondary School, Compensation for land under border fencing, Updating of Ration Cards besides other local issues. She also mentioned the ongoing development works under MGNREGA and other schemes.
The Deputy Commissioner Samba assured early redress of the public grievance. She informed that department of Jal Shakti has started a programme Jal Shakti Abhiyan ‘Catch the Rain when it falls where it falls’ under which water harvesting equipment will be installed in the villages and the traditional sources will be renovated and conserved.
She exhorted upon all the resident of the panchayat to come forward and actively participate in the rain water harvesting programme and become a part of progressive and vibrant local area Government.
AT REASI
District Administration Reasi under the headship of District Development Commissioner Ajay Kumar listened to public issues on Block Diwas programme held at Pouni.
The local people of all surrounding Panchayats of Pouni participated in the programme and highlighted their problems and developmental requirements. Scores of issues of Water, Power, road, transport, ration, ICDS, Nutrition, education, health were resolved on the spot amid one to one interaction with District officers and for several other issues the DDC set timeline for resolution.
Block Development Council, Chairperson Pawan Sharma and senior functionaries of district administration were present.
Several grievances were forwarded to the concerned departments for prompt resolution through an established tracking system. In the programme, a review was also taken by DDC on action taken on the issues projected by local people earlier.
Instructions were also passed to the departmental functionaries for visiting their respective jurisdictions and listening to the grievances of the general public, besides holding awareness programmes, highlighting various individual beneficiary schemes across all the Panchayats.
Similar Block Diwas meeting were also held at Reasi, Katra and Arnas where public gathering put forth their problems in front of the sectoral officers.
At Doda
Various individual benefit services including Domicile, Category Certificates and Revenue papers were distributed among the beneficiaries during weekly block diwas meetings here across this mountainous district.
Block events were held at designated locations, where the teams of Different departments along with the frontline field functionaries delivered varied service to the people and listened to their grievances.
As many as 99 grievances/applications were received during the program, out of which 98 were redressed by the officers/officials of respective departments on the spot. Besides several services which included 93 category certificates, 96 Domicile certificates, besides 47 different revenue papers were provided to the people on spot.
Meanwhile, 14 new works under different heads which includes MGNREGA, 14th FC, Capex and CSS were also started in different areas of the district.
At RAMBAN
Special Gram Sabhas were held here in all 142 Panchyats of 11 blocks to discuss the modalities for the implementation of Jal Jeevan Mission in the district.
BDC Chairpersons, DDC members, Sarpanchs and Panchs officers of various departments besides general public attended the Special Gram Sabhas in their respective areas.
Deputy Commissioner, Mussarat Islam; ADC, Harbans Lal; ACD, Zameer Ahmed Rishu; CHO, VK Gupta; DSHO, DAHO, BDO and several other officers attended the special Gram Sabha at Ramban.
The Sabha discussed different components of Jal Jeevan Mission and Jal Shakti Abhyan in detail by the stakeholders besides highlighting demand and requirements of their areas in respect of potable water supply.
The DC directed officers of line departments to formulate an effective Rural Development Plan of their respective departments by involving public representatives from all three tiers of Panchyati Raj system.
The DC also sought cooperation from PRIs to ensure effective implementation of Jal Shakti Abhiyam through rain water harvesting, Shramdan in management of water bodies, amplifying awareness among people about cleanliness and sanitation of water sources etc.
The DC further urged the PRIs to make people aware about the threat of the expected second wave of COVID-19 infection besides motivating all the people above the age of 45 years to take covid vaccine dose to stay safe from the deadly infection.
Responding to the issues raised by the PRIs during special Gram Sabha, the DC passed on-spot direction to concerned officers to take necessary action and submit action taken report to his office.
Later, the DC also planted a sapling of fruit tree in the premises of BDO office, Ramban.
AT KISHTWAR
Special Gram Sabhas on the theme Catch the rain, where it falls, when it falls, were held across Kishtwar district.
District Development Commissioner, Ashok Sharma participated in two gram Sabhas at Kwar and Bhagana-C Panchayats.
Speaking at the twin Sabhas, the DDC asked the locals gram sabha to participate in the prioritization of works for their area.
He informed that 75% Budget is to be finalised at Gram sabha level and 25% shall be finalised by DDC/BDC Chairperson/members.
He urged for laying special thrust on water harvesting during the formulation of this year developmental plan incorporating works for interlinking of rivers, construction of Check dams, roof water harvesting etc that will help in raising water table.
He said that Panchayats will be incentivised on the basis of performance in water harvesting works and water conservation will be given first priority under 15 FC and MGNREGA.
Meanwhile responding to demands raised by the locals, the DDC PMGSY department to start black topping work on Paddar Road to Bhagana Link Road. He also asked XEn PHE to repair all the damaged schemes in the BHAGANA-C Panchayat. He further assured that augmentation of power distribution network shall be taken upon immediately.
BDC Chairperson Mohammad Ashraf, DDC member Faisal Hussain, District Officers, Sarpanch, Panches and Locals participated in the gram Sabhas.
En-route, the DC also kickstarted plantation drive under green JK at Piyaas
AT POONCH
Special Gram Sabhas to promote Jal Shakti Abhiyan were held across the length and breadth of district Poonch under the close supervision of District Development Commissioner, Poonch, Inder Jeet.
The purpose behind holding such special programs was to meet the challenges of water scarcity in the backdrop of changing monsoon pattern and to revive the traditional water conservation methods and introduction of rain water harvesting techniques in the district.
The day witnessed special cleanliness drives Shramdaan launched jointly by Rural Development Panchyati Raj, Jal Shakti, irrigation & flood control departments to clean and desilt the water bodies and other drinking water resources. The occasion was also marked by massive plantation drive launched by forest, horticulture and agriculture department at identified vacant spaces.
Awareness programs in collaboration with PRIs were also held in several Panchyat halqas with special focus on ‘catch the rain water‘campaign. Information and techniques were shared and properly disseminated among the participant through I.E.C activities. Participants were also educated about the harmful effects of single use plastic & benefits of recycling of waste plastic materials in making the environment clean and green.
On the occasion, the department of Rural Development (RDD & PR) revisited and unveiled the MG-NREGs plan for the year 2021-22 with special focus on incorporation of works under NRM Category linked with preservation of traditional water bodies, conservation of other natural water resources like local water channels in order to give further strength to Jal Shakti Abhiyaan launched by the government.
Stress was laid on to chose one water body in each the Panchayat halqa for water conservation work during the current financial year with 241 such Ponds and water bodies identified. Further Roof Water Harvesting technique was also discussed in Gram Sabhas for which PRIs and general public evinced great enthusiasm.
In order to give impetus to Panchayati Raj System, PRIs and general public was made aware about identification of land in their Panhayats for construction of Panchyat Ghars and 21 such sites/locations were identified by the PRIs in their respective Panchyats.
AT UDHAMPUR
Deputy Commissioner, Udhampur Indu Kanwal Chib visited block Ghordi and listened to scores of public issues and demands during weekly Block Diwas held at Dak Bungalow.
BDC Chairperson, Block Ghordi, Aarti Sharma; DDC member, Rakesh Chander Sharma; Sarpanches, Panches and general public of adjoining panchayats projected several demands and problems being faced by them like Shortage of staff in Government Schools and health institutions, Pending labour payments of MGNREGA, Sub standard material used in construction of PMGSY roads, Mobile network problems in the area and unscheduled power cuts,.
They also demanded inclusion of more Subjects at HSS Ghordi, Ambulance & ATM Facility, Sanctioning of 11 KV feeder, Construction of play ground, Filling of Vacant posts in Education and Health department, Compensation of Land acquired by PMGSY department , promotion of tourism activity in the area, construction of Marada Mata road, Opening of woolen centre, Opening of Handloom centre, Repair of patwar Khana at Ghordi, Sanctioning of Degree College and KV, Inclusion of left out beneficiaries under Ayushman Bharat Sehat Scheme, clearance of pending old-age and other pension cases, Organising awareness camps etc.
The DC gave a patient hearing and passed on-spot directions for redressal of their grievances at an earliest. The DC asked the officers to take first hand appraisal of all the grievances of PRIs and redress the same on priority.
The DC also directed officers to gear up and ensure that the difficulties of the people are addressed and resolved at the earliest. She added that District Administration is committed to fulfill all genuine demands of public within the budgetary provisions on priority.
En-route, the DC held public hearing at Hartyan and Barmeen whereat BDC Chairman, DDC member and PRIs besides a large number of general public hailing from adjoining Panchayats attended the programme and put forth their issues and demands. The DC redressed many grievances on the spot by passing directions to the concerned officers.
