University of São Paulo: New Brazilian Classification of Occupations consolidates the labor market
The Ministry of Labor and Welfare recognized 22 new professions, including skater, e-commerce analyst, data protection officer and midwife. This update is made taking into account changes in the technological, cultural, economic and social scenarios. The recognition of the existence of occupations in the labor market is made by the Brazilian Classification of Occupations (CBO), linked to the Ministry.
In an interview with Jornal da USP in Ar 1st Edition , Nelson Nozoe, who is a professor at USP’s Faculty of Economics, Administration and Accounting (FEA) and leads the work of the classification group for new occupations, explains how this classification works.
“Occupations, of course, exist in the job market, but some are not recognized”, he points out. “In the official statistics, this occupation does not appear individualized, it appears merged.” Now, the government recognizes them and starts to publish information about work and employment, individualizing this new occupation.
In Income Tax
Nozoe says that, with recognition, these occupations are now considered, for example, in the income tax return. “From the point of view of government statistics, there are several uses”, says the professor, commenting that there are implications, including in the immigration process.
Regarding the recognition of professions, such as skater and data protection officer, Nozoe explains that “the CBO tries to be more updated with what is happening at the moment”. New occupations appear practically every day, but it takes time for them to be consolidated in the job market, so classification is cautious.
This recognition is done at the request of interested parties and after the work of the classification group that works within USP and seeks to describe the activities carried out. These activities need to demand specific knowledge and skills of that occupation, which differentiates it from the others. During this process, professionals in the field are consulted. Based on this classification, it is possible to develop professional qualification frameworks.
