Madhya Pradesh Districts to be awarded for efforts in direction of employment growth
Bhopal :Chief Minister Shri Shivraj Singh Chouhan has said that districts will be awarded for making systematic and meaningful efforts for employment growth. Roadmap of Atma Nirbhar Madhya Pradesh has been presented before the public yesterday itself. This roadmap is a concrete step to take the state forward. Chief Minister Shri Chouhan said that video conferencing will be done every month, in which he will hold state level review of schemes and will notice the performance of the officials. Now the field officers will be appointed on the basis of merit. The basis of appointment will be performance only. Chief Minister Shri Chouhan said that he only want work. The development of the state is paramount. Departmental officers should be serious about fulfilling their duties, they should tell if they have any difficulty in discharging the responsibility. The Chief Secretary will resolve the difficulties. Chief Minister Shri Chouhan further said that good efforts have been made to control crimes in the state. Such efforts should be continued.
Chief Minister Shri Chouhan was addressing the Collectors, Commissioners, IG, SP through video conference from the Mantralaya on Friday. Chief Secretary Shri Iqbal Singh Bains, Director General of Police Shri Vivek Johri and Ministers from various districts attended the conference. Chief Minister Shri Chouhan asked the officers to make efforts for the welfare of the people of the state and to make their future bright. Negligence of any kind will not be tolerated. Work by setting monthly targets and try to bring the state to the first position in the country, he added.
Extending Deepawali greetings to all, Chief Minister Shri Chouhan said that May Deepawali brings happiness and prosperity in the life of the people of the state. Lets move from darkness to light. In Madhya Pradesh, there was an economic problem during the Corona period; we looked for a solution from recovering that situation. While supporting these efforts, the people of the state have given their affection and blessings. He further said that he reiterated the resolution for the rapid development of Madhya Pradesh, which he considered as a temple and look forward to the participation of all. Chief Minister Shri Chouhan said that we will make extreme efforts, bring good governance with high level of efforts. Our life is not just our own life, but a life that plays a meaningful role for the society. With the spirit of live and let live, we should save the environment, save water, teach the illiterate, adopt any needy and do something which is not for ourselves, but for our own. May our Deepawali also become an opportunity to change someone’s life. Chief Minister Shri Chouhan said that everyone has to come together for AtmaNirbhar Madhya Pradesh. There should be no place of envy and hatred. We have to play our role with the basic principle of social harmony and a spirit of well-being of all.
Procurement on support price
Chief Minister Shri Chouhan held discussions with collectors regarding procurement of Paddy, Jwar and Bajra on support price in the state. Chief Minister Shri Chouhan said that record production of wheat has been done by the hard work of farmers of Madhya Pradesh. The state government made all arrangements for the procurement work, which resulted in record procurement in the state. Similarly, procurement of paddy, jwar and bajra has to be ensured. Chief Minister Shri Chouhan said that quality less paddy should not come from outside the state. Collectors of border districts should ensure that paddy is procured only from the farmers of the state. Recently, Rewa Collector has made checking points and also made arrangement to procure it before the date of procurement, which is praiseworthy. Similarly, other districts should undertake systematic procurement work. It was informed in the conference that as a result of changes made in the milling system, now the millers will connect themselves with the procurement centers. Earlier milling work was done after procurement. Now under the new system, milling will take place along with the procurement. Improvement in quality is also being ensured. Necessary warehousing arrangements are also being made. Chief Minister Shri Chouhan instructed Principal Secretary Agriculture to solve the problem of black grains in paddy in a particular district. Additional Chief Secretary Panchayat and Rural Development Shri Manoj Shrivastava informed that in some districts self-help groups are cooperating in procurement work.
Milawat se Mukti Abhiyan
Chief Minister Shri Chouhan directed that adulteration in food items will not be tolerated at all. Strictest action should be taken against adulterators. Those who play with the health of the general public will not be spared. Chief Minister Shri Chouhan said that the action of sending ration mafia to jail under NSA in Indore is commendable. He congratulated the Indore district administration for this. Chief Minister Shri Chouhan said that small shopkeepers should not be disturbed in cases of adulteration. Targeting the source and manufacturing centre of adulterated items, not only legal action should be taken against the guilty people but they should be broken financially. Life term sentence to adulterators against taking someone’s life will establish control over this crime. Chief Minister Shri Chouhan said that it is the responsibility of the administration to intensify the campaign against adulteration through joint investigation team of Food, Drug Administration, Police, Weight and Measurement Department and civic bodies. The cooperation of citizens should be obtained by keeping the name of the person confidential for giving information about the sale or manufacture of spurious items. At the conference, Chief Secretary Shri Bains urged the collectors to use the mobile laboratories sent to the divisions for testing of items of daily use.
Mukhya Mantri Kisan Kalyan Yojna (Mukhya Mantri Kisan Samman Nidhi)
Chief Minister Shri Chouhan told the collectors that under the Pradhan Mantri Kisan Samman Nidhi, an amount of Rs. 6 thousand is given to small farmers. The state government has made increase of Rs. 4 thousand in it. The task of benefitting eligible beneficiaries should be accomplished. Principal Secretary to the Chief Minister, Shri Manish Rastogi informed that registration of eligible farmers is being carried out in the state till November 20. Very good work has been done in some districts. The progress of registration work in Dindori is 88 percent. This work is being done with both the method online and offline. Names have been added by registering about 52 lakh farmers out of 78.61 lakh farmers in the state. Chief Minister Shri Chouhan said that farmers of small holdings and forest rights lease holders should also be provided benefit of Kisan Samman Nidhi. Such small farmers, who do agricultural activities on dry, hilly and stony land get financial support from this Nidhi. All districts should ensure effective implementation of Kisan Kalyan Yojana.
Food grain Distribution and Public Distribution System
Chief Minister Shri Chouhan also reviewed the ration distribution in the conference. He instructed the collectors that the food grains should also be made available to the consumers with the eligibility slips.
Path Vikreta Utthan Yojana (Street Vendors)
Referring to the Prime Minister Shri Narandra Modi in context to the Street Vendors scheme in the state, the Chief Minister Shri Chouhan said that the work of small businessmen has started doing well with the interest free loan assistance of Rs. 10 thousand. The provision of giving them loan amount of Rs. 20 thousand and then 50 thousand on regular loan repayment is useful in changing the life of the beneficiaries. This provision should also be publicized to a great extend. Chief Minister Shri Chouhan said that Madhya Pradesh is first in the country to benefit urban street vendors. Now the work of benefiting rural street vendors is also going on speedily. Out of 4.62 lakh applications, 3.30 lakh applications are in the process of approval, against the target of benefiting 5 lakh traders under the Swanidhi Yojana, about 1.5 lakh beneficiaries have already been benefitted. Indore is leading in the implementation of the scheme. Chief Minister Shri Chouhan said that collectors should ensure that the amount of approved cases is also disbursed. He instructed to sanction all the cases by November 30 and to get the amount disbursed to everyone by the end of the year.
Empowerment of Self-Help Groups
Chief Minister Shri Chouhan instructed in the conference that women empowerment is the priority of the state government, they have to be given the task of stitching school uniforms on a large scale. Chief Minister Shri Chouhan said that he will soon visit districts to seek information about the activities of women self-help groups. He directed that the sale of products of self-help groups should be done as a campaign by setting up outlets in government offices. Chief Minister Shri Chouhan said that maximum efforts should be made to benefit women members of the groups by imparting information about market linkage, knowledge linkage and bank linkage. Additional Chief Secretary Shri Manoj Shrivastava informed that work in respect of outlets in government offices under the policy will be completed soon. Chief Minister Shri Chouhan expressed happiness over the better progress of the activities of the groups in Shahdol, Damoh and Betul. At the same time, he directed for further increase in progress in Harda and Rewa districts.
Directives regarding Festivals and Covid-19
Chief Minister Shri Chouhan directed that in accordance to the guidelines of the Government of India, the State Government has instructed the District Collectors to take necessary precautions in respect of celebrating the festivals. Chinese firecrackers are prohibited. There is no restriction on local products. In districts, if they have plans to organize small fairs and to celebrate the festival collectively in grounds, then the social distancing should be maintained. Also sanitizer arrangement and other necessary preventive arrangements should be made. Additional Chief Secretary Home Dr. Rajesh Rajoura informed that separate instructions have been sent in respect of four cities Mandideep, Singrauli, Jabalpur and Katni. Necessary arrangements including law and order have been made at the Devi temple in Ratangarh in Datia district. Additional Chief Secretary Health Shri Mohammad Suleman informed that collectors may decide not to set up more shops in fairs as per local conditions. In view of the possibility of increase in Corona positive cases in winter, necessary steps should be taken at the district level after reviewing. Chief Minister Shri Chouhan said that awareness campaign should be conducted continuously to prevent corona. While maintaining the system of fever clinics, laxity should not be done at other levels also. Collectors should keep a watch on checking, testing and hospital arrangements.
Atma Nirbhar Madhya Pradesh
Chief Minister Shri Chouhan said that the roadmap for Atma Nirbhar Madhya Pradesh has been released. For this, everyone has to work day and night. Departments should study the roadmap. The progress of districts should continuous come to the fore. The technology should be fully utilized. Each district should set its own goals of employment under the Atma Nirbhar Madhya Pradesh. All efforts should be made to achieve these goals. Employment fairs should be organized in the districts. The implementation of such schemes which provide direct employment should be given more attention. Necessary cooperation of various private companies should also be sought in providing employment to the needy. More employment opportunities should be created from industry and agriculture sector. Chief Minister Shri Chouhan said that a detailed review will be conducted in this regard in the Collectors-Commissioners Conference to be held in the coming month. We are building a robust monitoring system. The performance of the officers will also be rated. Awards will be given at the individual and district level for good work.
Ek Jila-Ek Utpad Yojana
Chief Minister Shri Chouhan gave instructions to start implementing Ek Jila-Ek Utpad Yojana. Chief Minister Shri Chouhan said that in every district there are exists a small market for goods produced by special production or skill of artists. Efforts should be made to promote it. Take advantage of marketing and branding opportunities. Chief Minister Shri Chouhan said that during visit to various districts of the state, he also receives suggestions in this regard. Burhanpur is famous for banana production and Ratlam, Shajapur, Agar for its orange production. There are also many local products in other districts, so efforts should be made to send them to big markets for sale. Chief Minister Shri Chouhan said that he is aware of exporting straw in plastic bags from Ganj Basoda to Arab countries. Districts can be made export centers. Producers should be benefitted by linking them to Flipkart, Amazon etc. while ensuring quality food, textile etc. Chief Secretary Shri Bains instructed to encourage the producers while getting the support of Directorate of Foreign Trade including district level DGFT officer.
Public Asset Management portal
Chief Minister Shri Chouhan said that a separate department has been started with the objective of better utilization and utilization of the assets of Madhya Pradesh government. Chief Secretary Shri Bains informed that by the end of next month, information of assets worth Rs. 200 to 300 crore will be made public. Principal Secretary Shri Anirudh Mukherjee informed that with regard to the use of the assets of the Government of Madhya Pradesh, an initiative has been taken to appoint a Nodal Officer in each department.
Single account system in urban bodies
In the conference, Chief Minister Shri Chouhan sought information about the progress on the instructions issued on November 9 regarding the implementation of single account system in urban bodies. Instructions were given for continuous review of this work
Food Supply
Chief Minister Shri Chouhan directed Agriculture, Co-operative and Markfed to work continuously in connection to the supply of fertilizers to farmers in the state, so that farmers should face any inconvenience. Chief Minister Shri Chouhan said that there is no shortage of fertilizers in the state. The task of streamlining the distribution system should be done continuously. Complaints against black marketing should be attended to promptly.
Power Supply
Chief Minister Shri Chouhan instructed Principal Secretary Energy Shri Sanjay Dubey that while maintaining arrangement of 10 hours power supply, attention should be paid to the demand of electricity supply during the day in winter. Power supply should be uninterrupted during the festivals too. The work of replacing the faulty and burnt out transformers should also be done. It was informed in the conference that more than 14 thousand MW has been supplied, which is the highest. There has also been an innovative initiative to collect electricity bills through self-help groups.
Key instructions of CM Shri Chouhan
There will be a video conference on the first Monday of every month. Schemes will be reviewed.
The goals of the districts should also be set. At the department level, 29 days of work and a day work during the whole day will be reviewed.
Madhya Pradesh had created a record of one lakh 29 thousand metric tonnes of wheat procurement during the corona period, now the work of paddy procurement should also be done smoothly.
Collectors should ensure that paddy is to be procured from the farmers of Madhya Pradesh only, paddy should not come from outside, the border districts especially should take care of it.
Farmers should get facilities, do not let quality less paddy come from other states, take care in milling. Collectors should keep a close watch, will punish those who mess up.
Send the people to jail under NSA, who are involved in manipulation of ration meant for poor. Indore district administration has taken such action, congratulations to the administration.
Chief Minister Shri Chouhan said that the work to stop paddy coming from outside by making a checking point in Rewa is commendable. Other border districts should also make similar efforts.
Chinese fire crackers will not be sold in the state. Citizens should be careful. Do not gather crowds while celebrating the festival. Protect yourself from corona and take necessary precautionary measures.
