ASCI Foundation Day lecture by Sri Jayesh Ranjan, IAS, Principal Secretary, Govt of Telangana on 6th December 2022 – 5.15 PM at Bella Vista campus of ASCI
Administrative Staff College of India (ASCI)’s 66th Foundation Day Lecture delivered by Sri Jayesh Ranjan, IAS, Principal Secretary, Industries & Commerce (I&C) Department; and Information Technology, Electronics & Communications Department, Government of Telangana, on December 06, 2022 at Bella Vista Campus of Administrative Staff College of India (ASCI)
The Title of the Foundation Day Lecture is ” Making Policies Work: Examples from Telangana”
Sri Jayesh Ranjan shared his experience in formulating various policies to attract investments to Telangana, the new state formed after decades of struggle, in order to leapfrog/pole vault to get investments and make the state a Golden State (Bangaru Telangana).
He highlighted the key features of policies such as the “Telangana State Industrial Project Approval and Self- Certification System (TS-iPASS),” which aims to expedite the processing of applications for the issuance of various clearances required for the establishment of industries at a single point based on the self-certificate provided by the entrepreneur, as well as to create an investor-friendly environment.
He said TS-iPASS has four features : No permission during the construction phase, once the company is ready for commercial production then only apply for online approvals, which can be cleared in within 15 days. If the application is not approved within 15 days, it is deemed approved, and penalties will be collected from the officer responsible after an investigation. The most recent time penalty was collected in 2019.
The Chief Minister’s office monitored the TS-iPASS implementation through a monitoring cell called “The Chasing Cell.”
He discussed the eco-system created for industries and innovation in the form of T-hub, T-works, We-Hub, TSIC, TASK, and RICH.
T-Hub was created by the Telangana government to encourage innovative and disruptive startups. He cited Skyroot, which was incubated at the T-Hub, as an example of a startup that launched a satellite.
Though each of the above organisations, such as T-Hub and We-Hub, was founded by the Telangana government, they are managed by a board of experts comprised of CEOs of the companies, Venture Capitalists, and others, independent of the government. Sri Jayesh Ranjan responded to the audience’s various questions.
