DDC Udhampur hosts Coordination meet regarding formulation of DDC plan
Udhampur: District Development Commissioner, Udhampur Indu Kanwal Chib today hosted Block wise coordination meeting regarding formulation of comprehensive plan for the financial year 2021-22, here at Conference Hall DC Office Complex.
The DDC Chairman and DDC vice chairperson also guided the District development council members regarding modalities to be followed in formulation of plans at different levels, which could address larger aspirations of the public.
The Chief Planning Officer, Rajeev Bhushan gave a detailed overview in consonance to the guidelines issued by the finance department with regard to the preparation of District Development Plan for the current financial year 2021-22 in the District Udhampur. He informed that allocation of Rs.10.00 Crores as DDC grant plan has been made for district Udhampur, while Rs. 25 lakh per block is allocated for Block Development councils and Rs. Rs 23.30 lakh has been provided as PRI grant per panchayat. The major part of district capex is CSS which needs to be utilized for catering maximum demands of the public.
The meeting was guided by Chairperson DDC, Lal Chand, Vice Chairperson DDC, Juhi Manhas in which Additional District Development Commissioner, Ashok Kumar, DDCs, BDCs and major district officers participated.
Threadbare discussion were held on various aspects of Panchayat, Block and District level plan of different sectors in the district which included Rural connectivity, Rural infrastructure, PHE, Irrigation including water conservation, Agriculture, Power, Health, Education, besides Developing area specific potential and generating employment.
During the meeting various suggestive activities to be taken up under PRIs grants were discussed like small tractor roads within Panchayat/Small foot bridges, Lane drains, Culverts, Small nature WSS be prioritize with few pipes, Repair of hands pumps, Repair of small Khuls, De-silting of water bodies, Construction of reservoirs near Bowlies/Animal troughs, while Block plan could include Development of Jeevika Clusters in all Blocks, Connecting the un-connected habitations with proper electricity, Completion of Health infrastructure nearing completion & COVID management at all levels viz PHCs, NT PHCs, CHCs, SDH, DH by providing adequate life saving equipments & other machines like Oxygen beds, Oxygen cylinders, X-Ray, ECG, ultrasound ambulances etc.
Under district plan, high visibility and high impact schemes with Coverage of inter block works, left over important demands from Panchayat/Block Plan to be identified by DDC’s & approved in DDC Council, NABARD Roads to be identified by BDCs and DDCs in consultation & shortlisted works by District Development Councils be forwarded to Executive agency for DPR preparation & submission to PSC of NABARD through Administrative deptt for sanctioning.
The Chairman DDC while concluding the meeting reiterated that plans at different level should be framed by incorporating the repeated public demands raised at different platforms like B2V, Block Diwas and other key areas which have maximum impact on ground, besides a contingency plan for natural calamities keeping in view the hilly terrain for sector like PDD, PHE and Flood Control be prepared and some kitty should be kept was meeting exigencies.
Further the efforts should be made to complete the plan formulation exercise in a time bound manner with consultation of all stakeholders and department officers.
