DIVOC software solution from eGov Foundation receives compliance certification from WHO

New Delhi: DIVOC (Digital Infrastructure for Vaccination Open Credentialing), an open-source, free-to-use software solution by India-based eGov Foundation for large scale vaccination programs is now compliant with WHO’s Digital Documentation of COVID-19 Certificates (DDCC) specifications.

DIVOC is a digital public good helping countries to roll out national vaccination programs by issuing and managing vaccine certificates for citizens. It has four key features that allow for vaccine management, registration and appointment scheduling, certificate issuance, and feedback from citizens. DIVOC was built with a “make in India for the world” approach, and offered under MIT open-source license for other countries to adopt.

“Given the growing need for people to resume work and life post covid, vaccines play a critical role. The COVID-19 vaccination programs in all countries are their largest vaccination effort ever by an order of magnitude. DIVOC will enable countries to drive national scale vaccination programs at speed and scale. With WHO’s validation, DIVOC is now in line with global standards and is easy to adopt”, said Viraj Tyagi, CEO of eGov Foundation. DIVOC is a key part of India’s vaccination platform Co-WIN, and has already issued 762 million vaccine certificates in India. In addition, Sri Lanka and Philippines have also adopted DIVOC and are currently conducting pilots.

Investing in a scalable testing/vaccination digital health infrastructure is critical for any country to be self-reliant to conduct population scale COVID-19 vaccination and to be resilient to absorb future shocks similar to COVID. Under DIVOC, individuals are issued an easy-to-carry and verifiable digital document that they can use online and offline. They can also easily access their certificates, through QR code, smartphones, SMS /email attachments, digital lockers, and blockchain-based apps. Built with strong technical design, privacy, and security principles, DIVOC can also plug into other systems such as vaccine supply, hospital management, identity, and payment easily and seamlessly.

DIVOC is a part of eGov Foundation’s digital public infrastructure DIGIT, that has been used by state and local governments across India to improve access to government services for over 16 crore citizens. DIGIT is a foundational and versatile infrastructure that supports and enables platforms in a variety of sectors, including urban governance, sanitation, and public finance management.
