ETU “LETI”: School of International Promotion for Young Researchers: ElConRus Conference at ETU “LETI”
The seventh IEEE Conference of Young Researchers in Electrical and Electronic Engineering 2021 took place at the St. Petersburg Electrotechnical University “LETI” on January 26-29.
The scientific event, held online, brought together professors and young researchers involved in the industrial automation, generation, distribution, conversion, and use of electrical energy, development, maintenance, and optimization of electronic components, the creation and application of various electronic devices.
The conference gathered young scientists from ETU “LETI,” ITMO University, Peter the Great St.Petersburg Polytechnic University, Admiral Makarov State University of Maritime and Inland Shipping, National Research Nuclear University MEPhI, Moscow Power Engineering Institute, Ural Federal University, Тomsk State University, and representatives of universities of China, Vietnam, Turkey, Syria, Ecuador, Algeria, Kazakhstan, Kyrgyzstan, India, and other countries.
The main conference goal is to introduce young researchers to the international scientific community, compare achievements in Russian and foreign universities, and exchange views on the most topical issues. The 12 sections of the event covered telecommunications, electrical engineering, programming, information security, automation and control systems, photonics, signal processing and analysis, biomedical engineering, production management, and other areas.
The plenary session of the conference began with a welcome message of Viktor Sheludko, the chair of the IEEE Russia North-West Section, Rector of ETU “LETI.”
“The year 2021 is very special to ElConRus. This is the first conference in the history of ElConRus, which is completely conducted on a digital platform in line with the social distancing norms due to the COVID-19 pandemic. To every fresher who has joined the conference this year, I need to disclose to you that St. Petersburg Electrotechnical University “LETI” and IEEE Russia North-West Section consistently arrange this international level conference every year. Over the last ten years, ElConRus participants have made tremendous contributions in engineering research, teaching, and practice, resulting in impacts in many sectors of society.”

Like previous conferences, ElConRus 2021 was a school for many young researchers and developers to promote their papers internationally.
“The quality of articles and papers has improved: both in terms of topics chosen and the level of English, the working language of the conference. For the first time, we had foreign specialists – professors from Turkey and India – among the paper reviewers. Topics of papers were extremely diverse. Traditionally, a lot of presentations were devoted to computer engineering, information technology, automation and control. A significantly smaller number of participants addressed the issues of radio engineering and telecommunications, micro-and nanoelectronics, and photonics. Thus, there is room for growth, and at future conferences, we will have more articles in these scientific and engineering areas, successfully developed at our university.”

The EIConRus conference was organized in full compliance with IEEE international rules. The conference participants got access to the cloud repository with the program and the collection of papers. Conference proceedings will be published in the IEEE Xplore Digital Library with the possible further indexing in SCOPUS.
