J&K Assembly to “Go-Green”: Renu Mahajan holds introductory meeting with Members to implement National e-Vidhan in J&K
JAMMU : To introduce paperless functioning in J&K Legislative Assembly and discuss the Detailed Project Report (DPR) prepared by NIC J&K for implementation of National e-Vidhan in J&K, Secretary Legislative Assembly, Renu Mahajan presided over the meeting in this connection with Members of State Project Monitoring Unit-Cum-NeVA (SPMU) here today.
The meeting was attended by Manoj Pandita, Special Secretary Law & Parliamentary Affairs, Dr. Rajinder Kr. Khajuria, Addl. Secy. Information Technology Deptt, Mohammad Saleem Khan, SIO NIC, J&K, Rajesh Tandon Director Finance members SPMU-NeVA and other concerned officers, while the Abhay Kumar ex-SIo NIC and other officers from Kashmir Division participated in the meeting through video conferencing.
Mahajan apprised the Members that National e-Vidhan (NeVA) is a Mission Mode Project (MMP) under the Digital India Programme. The Ministry of Parliamentary Affairs (MoPA) is the Nodal Ministry for its implementation in all 31 states/UTs with Legislatures “The funding for e-Vidhan is provided by the MoPA and technical Support by the Ministry of Electronics and Information Technology (MieTY). The funding of Neva is through Central Sponsored Scheme and for UTs 100% funding from Union Government. It is golden chance for J&K to realize the objective of digitization as envisioned by our Prime Minister Narendra Modi”she maintained.
Secretary apprised the Committee members that Lieutenant Governor J&K and Chief Secretary UT have shown their keen interest in this project and without any delay consent was given for MoU which was duly signed by MoPA.
Mahajan informed the members that in the year 2019 the Union Ministry of Parliamentary Affairs orgainsed two day workshop in J&K State Legislature on NeVA and Prime Minister tweeted and congratulated then Speaker and Chairman of State legislature for grand success of conference. We (team) will visit Haryana Vidhan Sabha, Gujarat and other Sate/UTs to know the functioning and proceeding there which would be quite helpful for us for implementation of project in right way, She added.
She said the J&K Assembly will be digitized soon. “A large amount of paper is used in house proceedings, Calling attention ordinances bill and other legislative work during the proceedings of the session. It will save core of rupees and also help in environment protection,” said Mrs. Mahajan.
The members have given their valuable suggestion and said that chairperson may take the matter with Chief Secretary for implementation of this project in newly constructed Assembly Building in Jammu besides, threadbare discussion on other technical accepts of project also discussed in the meeting.
The Secretary listened suggestions and issued direction to IT Incharge Assembly to provide the copy of DPR and NeVA guidelines about project to all the members, so that they will get acquainted with the every aspect of project.
