Kapil Moreshwar Patil to inaugurate the three-day National Workshop on Healthy Village towards Healthier Tomorrow
Minister of State for Panchayati Raj Shri Kapil Moreshwar Patil will inaugurate the three-day National Workshop on Healthy Village towards Healthier Tomorrow on 18th January, 2024 at Tirupati, Andhra Pradesh. Deputy Chief Minister and Panchayati Raj & Rural Development Minister, Government of Andhra Pradesh Shri Budi Mutyala Naidu, Secretary, Ministry of Panchayati Raj Shri Vivek Bharadwaj and Chief Secretary, Government of Andhra Pradesh Dr. K. S. Jawahar Reddy will also be present on the occasion.
Ministry of Panchayati Raj (MoPR) in close collaboration with Panchayat Raj and Rural Development Department, Government of Andhra Pradesh is organising this National Workshop on Localization of Sustainable Development Goals in Gram Panchayats through Adopting Thematic Approaches on Theme 2: Healthy Village during 18th – 20th January, 2024.
The main objective of the workshop will be exhibiting the exemplary strategies, approaches, convergent actions and innovative models in context to convergent actions; best practices; role of Panchayats in monitoring health parameters, preventive measures in combating communicable & non-communicable diseases and integration of Village Health Plan into Gram Panchayat Development Plan (GPDP).
Different working groups will be formed with the participating States/UTs for the interactive group discussion on different aspects of the Healthy Village. Presentation will provide their insights on strategies, approaches & road map to envision healthy village through different promotive, preventive measures to reduce malnutrition, lifestyle diseases, vector born disease, measuring the important health indicators and the role of PRIs in ensuring accessibility of quality health services to the citizen.
Topics like Role of Gram Panchayat in Preventive measures of Communicable and Non- Communicable disease; Availability and Accessibility of Quality Health care services; Addressing issues of the malnutrition for women, Children and adolescent; Palliative care for Elderly and people with special needs; Role of Gram Panchayats in combating Lifestyle disease. (Hypertension/ Diabetes/ Asthma etc.); Prevention and Treatment of substance abuse, including Narcotic drugs abuse, Harmful use of Alcohol and Tobacco and Sexual and Reproductive Health care services and Family Planning will be discussed during the programme.
This workshop provides a unique platform for collaboration, knowledge-sharing, and strategizing towards building a healthier tomorrow. Localisation of Sustainable Development Goals (LSDGs) aims to localize the global Sustainable Development Goals (SDGs) and address specific challenges and opportunities at the grassroots level. Theme 2 of LSDGs i.e. Healthy Village focuses on the holistic development of villages, with an emphasis on health and well-being.
Additional Secretary, Ministry of Panchayati Raj Dr. Chandra Shekhar Kumar, Special Chief Secretary, Department of Panchayati Raj & Rural Development, Government of Andhra Pradesh Shri Budithi Rajsekhar, Joint Secretary, MoPR Shri Vikas Anand, Commissioner, Department of RD & PR, Government of Andhra Pradesh Smt. A. Surya Kumari and other distinguished dignitaries and Panchayat representatives will also be participating in the National Workshop. A host of Senior Officers of the Line Departments of Government of India and State Governments, representatives of NIRD&PR, SIRD&PRs, Panchayati Raj Training Institutes, United Nations/ National NGOs and around 800 elected representatives of Panchayati Raj Institutions from across the country are also expected to present in the program. The National Workshop at Tirupati will bring together policy makers, government officials, experts, Panchayat representatives and stakeholders to deliberate on strategies and initiatives aimed at creating enabling environment, promoting local actions, mobilizing resources and fostering healthier rural communities.
Elected representatives and Functionaries of Panchayati Raj Institutions, Officials from different Line Departments from the State of Andhra Pradesh will also attend the National Workshop. Panchayats that have been conferred with the prestigious National Panchayat Awards on Theme 2: Healthy Village has also been invited to actively participate in the Three-day National Workshop focused on achieving the goal of creating Healthy Villages. The awarded/ well-performing Gram Panchayats will share their experiences in various aspects of Healthy Village and exchange learning of the best practices to transform healthier tomorrow through small video film presentation.
Panchayats, UN Agencies and National Organizations doing exemplary work for ensuring healthy lives and well being for all at all ages through different innovative models will make their presence in the National Workshop. Representatives of UN Agencies, Jhpiego, National Health Authority (NHA), National Institute of Health & Family Welfare (NIHFW), NIMHANS and National Non-Government Organizations (NGOs) viz. Transform Rural India Foundation (TRIF) will also actively contribute and share their expertise to supplement the concerted actions towards Healthy Village.
Background
Sustainable Development Goals adopted by United Nations came into effect from January 1, 2016. Ministry of Panchayat Raj has adopted thematic approach to SDGs – It is a initiative to ensure ‘local action’ for achieving ‘global plan’. The approach aims to localize SDGs in rural areas through PRIs, especially Gram Panchayats by aggregating 17 ‘Goals’ into ‘9 Themes’. Appropriate policy decisions and revisions have been followed resulting into revamping of Rashtriya Gram Swaraj Abhiyan (RGSA) and Gram Panchayat Development Plan (GPDP). Under revamped RGSA Scheme, Elected Representatives & Functionaries of Panchayats and other stakeholders have been capacitated to deliver on localization of SDGs principally on nine themes, converging in the Panchayat Development Plans. Gram Panchayats are entrusted with preparation of rural plans for economic development and social justice. In the Gram Sabha, Gram Panchayats envision the local targets and actionable points for comprehensive plan through active participation of the community and other stakeholders. Gram Panchayat has to take Sankalp on different themes of LSDGs in the Gram Sabha for saturation of the themes to attain SDGs in rural areas.
In pursuance to the agenda of localising Sustainable Development Goals in Panchayats, Ministry of Panchayati Raj is organising a series of Thematic Workshops/ Conferences on Localization of Sustainable Development Goals (LSDGs) based on the nine themes to be saturated by the Panchayati Raj Institutions (PRIs), at different locations in close collaboration with State/ UT Departments of Panchayati Raj, State Institutes of Rural Development & Panchayati Raj (SIRD&PRs), line Ministries/ Departments and other stakeholders. The effective and impactful implementation of LSDGs can occur only when the concept and its process are properly understood, imbibed and implemented by the three-tier Panchayati Raj Institutions (PRIs) in order to ensure no one is left behind.
The vision of the Healthy Village is to ensure healthy lives and well being for all at all ages with renewed attention on strengthening and delivering comprehensive primary health care services in rural areas. Gram Panchayats have a very important place in improving all aspects related to health and well-being. Health is one of the 29 subjects as functional responsibility for Gram Panchayats, and basic services to be delivered and some other subjects also contribute to the health status of the people in the Gram Panchayats.
Gram Panchayats have to envision to transform itself to Healthy Village through effective and efficient work in curative facilities in Gram Panchayat such as Health Sub-Centers/ Primary Health Center, Health & Wellness Centers, Tele-Medicine Facilities and taking preventive measures such as supply of safe drinking water, control of vector breeding, effective collection & disposal of solid & liquid waste, addressing malnutrition of children, pregnant women & lactating mother and adolescent and measures to control lifestyle diseases through yoga, outdoor activities. Furthermore, Gram Panchayat would also to ensure all villagers, children, women, and elderly person properly fed and nourished.
Gram Panchayats need to focus on preparation of Village Health Plan with the active support from Departmental Functionaries of Health, AYUSH, Women & Child Development, Drinking Water & Sanitation, Youth Affairs, School Education etc.
