Making the life of common man easy is good governance: CM Chouhan
Bhopal : Chief Minister Shri Shivraj Singh Chouhan has said that if the life of the common man is easy, he does not have to run from pillar to post, this is good governance and the work done earlier for its implementation in Madhya Pradesh, will be done in a better way with technical support. Prime Minister Shri Modi has also said that Covid-19 is a challenge which needs to be turned into an opportunity. Efforts are being made in the direction of giving benefits of governance to the common man by making work paperless in Madhya Pradesh. Madhya Pradesh is ready to give better results in this direction on the basis of prior experiences.
Chief Minister Shri Chouhan said that we are moving from good governance to e-governance and now we are going towards M-Governance. Chief Minister Shri Chouhan was addressing the gathering while inaugurating a discussion focused on good governance, on the second day of the webinar, which is being chalked out to prepare a roadmap for Atmanirbhar Madhya Pradesh.
Ease of life for common man is the goal of the government
Chief Minister Shri Chouhan said that the aim of the government will be ease of life for the common man. Work will be done to increase the level of satisfaction and enjoyment in the life of citizens of the state with renewed efforts.
Chief Minister Shri Chouhan said that Prime Minister Shri Modi, who is an amazing leader who has stood up to challenges, has made us resolve for Atmanirbhar Bharat. Madhya Pradesh will build an Atmanirbhar Madhya Pradesh according to this. Ideas that are effective for preparing a document of Atmanirbhar Madhya Pradesh will be implemented. The suggestions found in this webinar will be useful for the welfare of the general public.
Chief Minister Shri Chouhan said that Madhya Pradesh has natural resources, ideal geographical location, good production, forest produce, art, culture, tourism, handloom and cultural traditions. Important suggestions will be received for Atmanirbhar Madhya Pradesh but these cannot be implemented without good governance. Chief Minister Shri Chouhan said that the incomplete irrigation schemes were completed in his previous tenure. Incomplete dams were constructed. As a result, irrigation capacity has increased from seven lakh hectares to over 40 lakh hectare.
Concrete steps taken for good governance in Madhya Pradesh
Chief Minister Shri Chouhan said that people-oriented administrative system was implemented in Madhya Pradesh during his tenure earlier. For this, Samadhan Online, Jandarshan, one-day governance, Public Service Guarantee Act was made available to the common people. These was awarded by the United Nations also. Apart from this, the work of punishing those guilty of non-delivery of services on time was also done in the Citizen Charter. Other states followed this system with different names. Not only this, an effective system of CM Helpline and CM Monit was implemented. Chief Minister Shri Chouhan hoped that different groups will discuss these efforts in this webinar today.
Individuals should not become a hindrance in work process, single citizen database soon
Chief Minister Shri Chouhan said that transparent and responsible administration is necessary under good governance. Many rules have also been changed. Its objective is to provide public services with authenticity. Chief Minister Shri Chouhan said that rules, laws are for the common man. Common law is not for law. If a person becomes an obstacle in a work or a resolution process, it is unfair. With the use of information technology, humans do not the midst of many government functions. Chief Minister Shri Chouhan said that innovations made in Madhya Pradesh have become a medium of relief for the people. Soon, the implementation of various schemes will be easily done through a single portal, under single citizen database. This action is being a taken at a rapid pace.
Quarterly budget system and target deadline
Chief Minister Shri Chouhan said that for good governance it is necessary that the goals of each department should be set. The budget should be properly utilized every quarter. It should not happen that the amount is spent in the year end itself. Chief Minister Shri Chouhan said that a monitoring system was developed earlier in the webinar as per the dashboard suggested for Madhya Pradesh in the webinar by NITI Aayog CEO Shri Amitabh Kant which became beneficial for the state. Work that can be done in a few hours cannot be postponed for months. The trend of keeping the schemes on paper only will not be allowed in Madhya Pradesh. The objective of Atmanirbhar Madhya Pradesh will be met with a new workstyle. Chief Minister Shri Chouhan welcomed Rajya Sabha Member Shri Vinay Sahastrabuddhe, Advocate General Purushendra Kaurav and other participants who attended the webinar.
Chief Secretary Shri Iqbal Singh Bains said that the suggestions received in the webinar will prove to be important in creating Atmanirbhar Madhya Pradesh. He said that it is time to turn the challenge of Covid-19 into an opportunity and we will use it. The webinar organized in collaboration with NITI Aayog will prove to be result oriented for Madhya Pradesh.
CEO of NITI Aayog, Shri Amitabh Kant lauded the good works being done in the use of new technology in Indore and Bhopal of Madhya Pradesh. He said that 7 presentations in various subjects have been presented to the Prime Minister by NITI Aayog. He expected the Chief Minister to start the experimentation and implementation of all those presentations from Madhya Pradesh. Certainly this will help Madhya Pradesh to become number one state. He said that there are many challenges in prioritizing digital systems before physical systems, and expressed confidence that Madhya Pradesh will do well in this direction too. Better work has also been done in the use of advanced technology in the state. CEO of NITI Aayog, Shri Amitabh Kant, while emphasizing on the use of new techniques for ease of living of the people, has said that work is already being done in the state in this area, further better work will be done. He said that the use of Integrated List of Benefits to give better benefits to the beneficiaries of various schemes will further promote good governance.
Lauding Chief Minister Shri Shivraj Singh Chouhan, Senior Advisor of NITI Aayog, Sushri Anna Rai said that better work is being done in Madhya Pradesh to provide maximum benefit of schemes to the people of the state and to maintain transparency. After demonetisation, a lot of good work was done in the country. Our country is ahead of other countries in digital payment. She said that very good works are being done in Madhya Pradesh for accountability and monitoring. Accountability and monitoring are most important for good governance. She emphasized on real time data collection and maintaining data validity. Sushri Anna said that online portal service delivery is proving to be very useful in good governance. Coordination is must for good governance in all departments. For this, an interdepartmental meeting can be held under the chairmanship of the Chief Minister.
At the outset of the webinar on Good Governance, Team Leader Additional Chief Secretary Shri SN Mishra welcomed all the participants and gave information about the sessions and group discussion to be held in the webinar. He informed that the suggestions received in the group discussion during the different sessions will be presented to the Chief Minister at the end of the session.
