Nanjing University Hosts 2024 Training for New Middle-Level Leaders and Special Course on Party Discipline Education

From June 6 to 7, our school held a training course for newly appointed middle-level leaders in 2024 and a special training course on party discipline education at Xianlin Campus. Nearly 70 newly appointed middle-level leaders in the past year participated in the training. Yang Zhong, executive deputy secretary of the school party committee, attended the training course and gave a tutorial report entitled “Learning to be a good cadre from General Secretary Xi Jinping”. Jiao Ruihua, member of the school party committee, director of the party committee organization department, and director of the party committee united front department, made a mobilization speech at the opening ceremony.

Yang Zhong said that General Secretary Xi Jinping pointed out in the report of the 20th National Congress of the Communist Party of China that “to comprehensively build a modern socialist country, we must have a cadre team that is politically strong, adapts to the requirements of the new era, and has the ability to lead the modernization construction.” In line with General Secretary Xi Jinping’s growth experience and speech spirit, Yang Zhong put forward three requirements for being a good cadre in the new era. First, we must forge our original aspirations. Learn from General Secretary Xi Jinping’s wish to serve the people, his determination to serve the country, and his ordinary mentality, be loyal to the party, and be determined to be a loyal successor of the party’s glorious traditions and fine style, and strive to be the first and make achievements in the new era and new journey. Second, we must learn deeply and understand thoroughly. Adhere to extensive learning and intensive cultivation, careful thinking and clear judgment, keep pace with the times, and connect with reality, learn deeply and understand Xi Jinping’s new era of socialism with Chinese characteristics, and build a broad, specialized and deep “π (Pai) type” knowledge system. Third, we must improve “seven abilities”. Focus on improving political ability, investigation and research ability, scientific decision-making ability, reform and tackling capabilities, emergency response capabilities, mass work ability, and implementation capabilities, and become a compound leader with strong professional ability and good comprehensive quality.

Yang Zhong emphasized that all middle-level leading cadres of the school should thoroughly study and implement General Secretary Xi Jinping’s important expositions on “strengthening the country through education”, keep in mind the greater interests of the country, the school, and ourselves, and, based on the actual conditions of education, the school, and the positions, be good cadres on the education front, good cadres of Nanjing University, and good cadres who love the Party and are dedicated to their work. They should actively participate in the “Action for Progress” to comprehensively promote the construction of a world-class Nanjing University with Chinese characteristics, and make due contributions to better promote the development of China’s higher education and accelerate the construction of world-class universities and advantageous disciplines with Chinese characteristics.

In his opening speech, Jiao Ruihua pointed out that holding this training course is not only a specific implementation of the cadre education and training plan and an important measure for the school to build a high-quality cadre team, but also a deepening implementation of the party discipline learning and education work. He hopes that the participating leading cadres will strengthen political awareness, improve ideological understanding, grasp the requirements of the situation, maintain a good style of study, and devote themselves to learning and training. Through learning and training, they will further understand the situation and clarify their mission, improve their capabilities, carefully investigate problems, and continuously improve their political ability, party spirit and ability to perform their duties. They should think deeply, combine learning with practice, realize role transformation as soon as possible, enhance their sense of mission and responsibility for performing their duties, cultivate strategic thinking and management capabilities required for competent positions, and make greater contributions to comprehensively promoting the construction of a world-class Nanjing University with Chinese characteristics with the “Forging Ahead Action”.

This training course adopts a combination of tutoring reports, practical teaching, and experience exchange. Wang Yunjun, former deputy secretary of the Party Committee and secretary of the Discipline Inspection Commission of Donghua University and professor of the School of Government Management of Nanjing University, took the topic of “What kind of ‘politics’ should be practiced and how should politics be practiced” to deeply interpret the profound meaning of “politics” and the basic laws of “practice” as well as the new situation, new characteristics and new requirements of administrative work in colleges and universities. In combination with the current work of colleges and universities, he encouraged new leaders to improve their overall quality and hone their work style. Jiang Ying, deputy secretary of the school’s Discipline Inspection Commission, took the “honesty” and “clean government” in Chinese traditional culture as the starting point to interpret the meaning and requirements of clean government discipline in the “Regulations on Disciplinary Actions of the Communist Party of China”. In combination with typical cases, he required new leaders to always tighten the string of clean government and self-discipline and strive to be a model of clean government. Mao Yina, professor of the School of Business, took the topic of “Leadership and High-Performance Team Management” to share how to strengthen management team building from three aspects: team composition, team motivation, and team decision-making.

In the practical teaching session, all trainees first went to the Wang Hebo Memorial Hall to carry out party discipline study and education. Wang Hebo was an outstanding pioneer of the Chinese workers’ movement, one of the early leaders of the Communist Party of China, and the first Chairman of the Central Supervisory Committee of the Communist Party of China. He led his comrades to strictly implement the notice of “Resolutely Cleaning Up Corrupt Elements” issued by the enlarged meeting of the Central Committee of the Communist Party of China, and fought against bad tendencies. During the critical period of the revolution, he maintained the authority and discipline of the Party Central Committee and consolidated the achievements of the revolution. The trainees carefully watched the physical, text and video materials, listened carefully to the explanations, and deeply felt the touching deeds and great spirit of Comrade Wang Hebo as a pioneer of the party’s discipline inspection work and devoted himself to the party’s cause. They received a profound spiritual baptism and party education, and further enhanced their sense of discipline and rules of “learning discipline, knowing discipline, understanding discipline, and abiding by discipline.”

Afterwards, all the trainees went to the provincial confidentiality education training base to carry out confidentiality work education. They learned confidentiality safety knowledge through graphic explanations, case analysis, on-site simulation demonstrations, watching warning education films and other methods, understood the hidden dangers of leaks that may exist at any time in daily work, and received a vivid and rich confidentiality warning education and confidentiality knowledge learning.

During the experience exchange session, the training class invited Li Shuhua, Dean of the School of Chemistry and Chemical Engineering and Deputy Secretary of the Party Committee, and Zhang Liang, Vice Dean of the Graduate School, to share their experiences and insights on university management based on their own experiences, focusing on the two themes of “How to coordinate department management and scientific research work” and “How to do a good job in agency management”.

In order to cooperate with the training work and help the school’s new middle-level cadres learn and master basic knowledge and skills, the Organization Department of the Party Committee compiled the “Nanjing University Middle-Level Cadres Work Manual” and explained it in the training session. The main content includes General Secretary Xi Jinping’s remarks on cadre team building, the institutional regulations of the superior departments and the school party committee on cadre management, work discipline, etc., as well as commonly used rules and regulations within the school.
