Nanjing University’s Yangtze River Industrial Economics Research Institute Convenes Special Study Meeting on New Quality Productivity
When General Secretary Xi Jinping attended the review of the Jiangsu delegation of the Second Session of the 14th National People’s Congress, he emphasized that we must firmly grasp the primary task of high-quality development and develop new quality productivity in accordance with local conditions. On June 5, the Yangtze River Institute of Industrial Economics of Nanjing University held a collective study meeting on new quality productivity, focusing on the article “Developing new quality productivity is an inherent requirement and important focus for promoting high-quality development” published by General Secretary Xi Jinping on June 1 in the magazine “Seeking Truth”. Yang Zhong, executive deputy secretary of the Party Committee of Nanjing University, attended the meeting and delivered a speech.
At the meeting, Zhang Yueyou, a researcher at the Yangtze River Institute of Industrial Economics, delivered a theme study report entitled “Developing New Quality Productivity: The Fundamental Goals and Tasks of Reform and Development in the New Era”. Dean Liu Zhibiao and Vice Dean Chen Liu made comments and shared their views. Vice Dean Jiang Jing presided over the meeting. Chen Donghua, Director of the Social Science Department of Nanjing University, attended the meeting. All employees of the Yangtze River Institute of Industrial Economics, the heads of the eight research centers and key researchers participated in the study.
In his speech, Yang Zhong affirmed the collective learning system of the Yangtze River Institute of Industrial Economics. He emphasized that as a national think tank, the Yangtze River Institute of Industrial Economics must learn and grasp the important statements of the General Secretary on economic and social development and accurately grasp the central government’s major policies and strategic deployments at the first time, which is a prerequisite for doing a good job in think tank research and an important measure for the growth and development of the think tank. He hopes that the Yangtze River Institute of Industrial Economics and its eight research centers can work closely together and support each other, produce high-level research results around the current national industrial development strategies, policies, systems and mechanisms, and work together to promote the smooth reform and reorganization of the Yangtze River Institute of Industrial Economics.
Researcher Zhang Yueyou conducted a comprehensive and detailed analysis of the new quality productivity from eight aspects: the time of the proposal, background introduction, foothold, definition and connotation, guiding principles, development path, problem awareness, and policy measures. He pointed out that the new quality productivity is the inheritance and innovative development of Marx’s productivity theory at the theoretical level, and its theoretical innovation is reflected in four aspects: first, the concept of new quality productivity divides the development of Chinese productivity into the traditional productivity stage and the advanced productivity stage; second, the new quality productivity follows the new development concept, which transcends the old development concept followed by the traditional productivity theory; third, the new quality productivity theory embodies the idea of multi-factor and parallel innovation; fourth, the new quality productivity theory emphasizes digital productivity, a new productivity form, and pays attention to institutional innovation and advocates the improvement of total factor productivity. Finally, he suggested that the think tank research tasks should be strategically arranged around the new quality productivity from three aspects: first, carry out theoretical research to accelerate the improvement and development of the new quality productivity theory; second, carry out empirical research to support leadership decision-making; third, promote mechanism research and serve policy formulation.
Vice President Chen Liu shared his learning experience. He believed that the proposal of new quality productivity is a theoretical preparation for my country’s new round of institutional reform, breaking through institutional barriers, and further developing the innovation-driven strategy. He analyzed the industrial characteristics of the development of new quality productivity, such as the industrial standards of new quality productivity, the development stages of strategic emerging industries and future industries, and the relationship between traditional industries and strategic emerging industries.
Dean Liu Zhibiao analyzed the implications of the General Secretary’s series of speeches and articles for think tank research topics from the perspective of theoretical guidance of think tank business. He refined and summarized more than 20 directions and topic suggestions that think tanks should conduct research on new productivity from five aspects: scientific and technological innovation, industrial innovation, development mode innovation, system and mechanism innovation, and talent work mechanism innovation, such as my country’s original disruptive scientific and technological innovation potential and strategy, the application of the new national system in technological innovation, how to layout the industrial chain around the development of new productivity, the ways and mechanisms for new productivity to empower new industrialization, the policy system for developing green service industries, the promotion of new productivity development through the innovation of new production relations, the shaping of the international environment for the development of new productivity, how to smooth the virtuous cycle of education, science and technology talents, and how to design a mechanism for factors to participate in income distribution.
