NIRDPR develops IT Platform for real-time monitoring of Nation-Wide DDUGKY Programs
Hyderabad: National Institute of Rural Development and Panchayati Raj (NIRDPR) has developed an Information Technology (IT) platform which can make real-time assessment of a nation-wide programs.
Called ‘Kaushal Bharath,’ it is an ‘Enterprise Resource Planning’ (ERP) platform and will initially be utilized to monitor implementation of Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), a Government of India youth employment scheme.
‘Kaushal Bharath’ is designed to enable States to capture data on projects under DDU-GKY and for the information to be collated in one system, which will enhance data security and data analytics and help generate quality analytical reports and scheme improvement. The Ministry of Rural Development (MoRD) plans to conduct inspections of Training Centers for all the States using ‘Kaushal Bharath’ from April 2020.
Shri. Narendra Singh Tomar, Hon’ble Union Minister of Agriculture and Farmers Welfare and Rural Development, Government of India, inaugurated the ‘Kaushal Bharat’ Portal during a recent General Body meeting of NIRDPR held at New Delhi.
Highlighting the benefits of ‘Kaushal Bharath,’ Dr. W.R. Reddy IAS, Director General, NIRDPR, said, “It provides a mobile application for the inspection of Training Centers and placement verification. It is also cost-effective as there are no charges for the States.”
NIRDPR, being a Central Technical Support Agency (CTSA) of the Ministry of Rural Development, developed its own ERP to monitor the DDU-GKY projects. The Institute had allocated a sum of Rs. 26.89 crore to private vendors over a period of 4 years for these services. Developing its own Enterprise Resource Planning will result in considerable financial savings for NIRDPR.
Elaborating on the technical advantages of ‘Kaushal Bharath,’ Mr. Samir Goswami, Director (Management Information Systems), DDUGKY Division, NIRDPR, said, “Kaushal Bharat, based on DDU-GKY SOP, is developed based on process maker and checker concept for efficient implementation and monitoring of projects all over India.”
The Technical Advantages of ‘Kaushal Bharath’ include that it can be accessed by Mobile Devices and is integrated to other MoRD systems and can enable avoiding data entry errors from manual data entry.

Ø Usage of Kaushal Bharat is free, states have to pay no charges
Ø Designed to facilitate the States to capture the data/information related to projects under the DDU-GKY as prescribed in Standard Operating Procedures
Ø Meets operational requirements of all concerned key stakeholders- PIAs, States, TSAs, CTSAs and MoRD
Ø Includes a separate mobile application to conduct inspections of the projects by CTSA, TSA and SRLMs.
As a CTSA, NIRDPR oversees the DDU-GKY programme implementation across 18 States and two Union Territories in the country under the banners of Roshni (in the Left-wing extremist districts), Himayat (in Jammu and Kashmir) and as DDU-GKY in rest of the country.
