Sheetal Nanda reviews Centrally Sponsored Schemes of RDD
Jammu: Secretary, Rural Development Department and Panchayati Raj, (RDD&PR), Sheetal Nanda, today chaired a meeting with senior officers to review the progress on implementation of Centrally Sponsored Schemes besides assessing overall functioning of the department.
Threadbare discussion was held on various issues pertaining to CSSs of RDD including Pradhan Mantri Awas Yojana PMAY (G) and Shyama Prasad Mukherji Rurban Mission, (SPMRM) etc.
Director, Rural Development Jammu, Sudershan Kumar, Joint Director Planning, RDD, Subash Chander, Additional Secretary, Rakesh Badyal attended the meeting besides Director Rural Development Kashmir, Qazi Sarwar and all Assistant Commissioners Development (ACDs) participated in the meeting through video conferencing.
The officers briefed the Secretary regarding measures being taken up for effective implementation of these CSSs besides highlighting present status of ongoing schemes.
The meeting discussed various issues which inter alia included freezing status of PWL of each District (category wise), target for 2020-21 under PMAY (G), De-mapping of IAY Accounts and transfer of amount to the State Nodal Account of PMAY (G) up to 31-03-2020, Utilization Certificate of funds released on account of Administrative cost under PMAY (G) and status of Mason Training under PMAY (G).
Other issues deliberated upon included present status of implementation of final Standard Operating Procedure (SOP) on payment to vendors from RURBANSOFT through PFMS using REAT module, status of transfer of balance CGF funds available with Districts under Rurban Mission to the State Nodal Account for creation of zero balance linked account for each cluster and identification of new clusters under SPMRM.
It was informed that the Mason Training Programme under PMAY (G) has been completed almost in all the District Training Centres except some districts where the programme has been postponed due to Covid-19.
Secretary directed the ACDs to keep a strict monitoring over all the ongoing projects of the department being carried out under different centrally sponsored schemes.
The Secretary asked the officers that all IAY Accounts will be closed with zero balance and de-activated while the lapse amount will be refunded to the Nodal State Accounts up to 31st of March, 2020.
Secretary directed the Directors of RDD to identify the villages in their respective divisions for development as new cluster of villages under SPMRM. “Development of cluster of villages that preserve and nurture the essence of rural community with focus on equity and inclusiveness without compromising with the facilities perceived to be essentially urban in nature, thus creating a cluster of ‘Rurban villages’, she maintained.
