Survey of laborers returned to Madhya Pradesh will be conducted from today
Bhopal : The survey has started in the state from today to ensure employment to all the labourers who have returned to Madhya Pradesh as per the wish of Chief Minister Shri Shivraj Singh Chouhan. After surveying the labourers of Madhya Pradesh returning to other states, they will be linked to the Sambal Yojana along with employment. The state government has decided that in the Covid-19 pandemic, the native inhabitants of the state who were working as laborers in other states, have returned in large number on or after March 1, 2020, verification and registration abhiyan will be conducted from May 27 to June 3, 2020. In this regard, the Labor Department has sent an action plan to all the Collectors to run the campaign smoothly. Under the campaign, work of survey of laborers will be done through mobile app developed from NIC by Secretary, Employment Assistant in gram panchayats and ward in-charge in urban areas. The mobile app will be available in Sambal Portal and on Google Play Store. A ‘migrant labor management system’ has been created for this work in Sambal Portal, which can also be used.
Aadhar card required
Migrant labourers who are native to Madhya Pradesh, who do not have a Samagra ID, ID will be generated on the Samagra Portal as per the due process. Only after this, survey, verification and registration of these labourers will be ensured by mentioning the Samagra ID on the portal. According to the instructions issued, it will be mandatory to mark the Samagra ID and Aadhaar number on the portal. Survey, verification and registration will be done only for those labourers who are eligible for registration in ‘Mukhyamantri Jan Kalyan (Sambal) Yojana’ or ‘Building and Other Construction Labourers Welfare Board’. Instructions have been given to upload information on the prescribed survey form from the eligible migrant labourers on the portal before 3 June 2020 and keep the survey form safe on record. Secretary of Gram Panchayat and ward in-charge in urban areas will ensure the assistance of the applicant in filling the survey form.
Designated officer appointed
All these actions will be taken under the guidance of the District Collector. The Chief Executive Officer for the rural area, the Chief Municipal Officer for the urban area and the officer authorized by the Commissioner of Municipal Corporations will be designated officers. Only after the approval of the designated officer, registration of the laborer can be registered on the portal.
Work in MNREGA and free food grains will be provided
After registering the migrant labourers in Sambal Portal, they will be given the benefit of the schemes. Information of registration will also be made available to the Rural Development Department so that interested laborers can be given work under MNREGA. Besides, free food grains will be made available to the eligible labourers under the Pradhan Mantri Garib Kalyan Yojana by the Food Department.
During this work, it has been asked to follow all the guidelines issued by the Health Department for the prevention of Covid-19 pandemic, such as social distancing, mask usage etc. Other information related to the process, instructions issued from time to time and guidance will be available on Sambal Portal. Taking this work in top priority, instructions have been given to ensure it within the time-limit.
