Unemployment Allowance Scheme-2017 in Himachal Pradesh announced

Shimla: In order to ensure smooth implementation of “Unemployment Allowance Scheme-2017” the Cabinet today accorded approval to hire 140 data entry operators on outsource basis (as may be required) and creation of 20 posts of Junior Office Assistant (IT) to be filled upon contract basis.
The Cabinet meeting was presided over by Chief Minister Virbhadra Singh.
The Chief Minister to fulfill his budget promise, had announced Unemployment Allowance Scheme-2017 wherein the person should be unemployed, should have passed plus two from any board/university recognized by the H.P. Government and should be registered with any employment exchange as on date of application for one year.
The other conditions to be eligible for unemployment allowance includes the annual financial income from all sources including their spouses for the financial years preceding date of application should be less than two lakh and the age should be above 20 years and below 35 years besides he/she should not have been dismissed from government services.
Approval was accorded to implement Deen Dayal Upadhaya Gramin Kaushal Yojna (DDU-GKY) under National Rural Livelihood Mission. It was also decided that the concurrence of the State Government for contributing 10 per cent share of the cost of the above scheme be given to Government of India and 15000 youths would be trained and their placements would be ensured.
Rs. 300 crore scheme (for three years) would aimed to diversify income of poor rural youths and to cater to their occupational aspiration by focusing on skilling and placement in the formal sector so that they get jobs with regular monthly basis which would be above the minimum wages. The beneficiaries will include youth from BPL families and those who have given 35 days of regular employment under MNREGA. The government has received a sum of Rs. 150 crore as of now. Apart from this, 61 posts would be created on contractual basis of different categories.
The Cabinet also gave its nod for exempting 14 broad leaves tree species from the preview of HP Forest Produce Transit (Land Routes) Rules, 2014 for ease of doing business. The people could now use the trees for their own use.
The Cabinet decided to devise new plantation strategy and de-linking of forest nurseries in order to improve the survival percentage of plants and establish the plantation successfully in a manner that the quality of forest in the state is improved in term of densification.
Approval was given for draft policy for managing Lantana on forest lands by involving various stake holders including private entrepreneurs, industrialists, NGOs, Youth Club and Mahila Mandals with a view to increase grazing lands for enhancing the livelihood of rural population.
The nod given to frame a policy for the project staff of Forest Department engaged under Mid Himalayas Watershed Development Project (2015-2017), Swan River Project (2006-2016), Kandi Project-1 & II (1990-2005) and Indo-German Changar Project (1992-2006) so that services interests of the project staff could be protected and their interest watched.
It also decided to strengthen legal support system in forest department by creating one post of Deputy District Attorney in Forest Department in Office of Principal Chief Conservator of Forest.
The Cabinet decided to constitute State Food Commission under the National Food Security Act, 2013 with Chairperson and five members including two non-official members.

Posts/Job
Decision was taken by the Cabinet to fill up three posts of Tabla Masters on contract basis in Information and Public Relations Department.
It approved to create five posts of Clerks in Election Department on contract basis.
It accorded approval to create and fill six posts of Junior Account Auditor in Finance Department on contract basis.
Cabinet approved to create three posts of Safai Kaaramchari in District Consumer Forum at Mandi, Shimla and Kangra.
Approval was given to fill two posts of Chowkidar on daily wages basis in the office of Directorate of Transport.
Nod was given to create and fill one post of Principal (Polytechnic) in Technical Education Department.
It agreed for creation and revival of four posts of various categories in Vigilance and Anti Corruption Bureau.
Approval was given to fill up four posts of Inspector Grade-I FCS&CA in Food and Civil Supplies and Consumer Affairs Department through direct recruitment on contract basis.

Other Decisions
Cabinet gave its approval to start MA class in Pol. Science and Hindi with creation of three posts of Assistant Professors available in surplus pool and creation of one post of Assistant Professor in Hindi on contract basis through Public Service Commission in Government Degree College Karsog, District Mandi from the next academic session 2017-18. This has fulfilled the budget announcement of the Chief Minister for the Higher Education Department.
Nod was given to open new Primary School in village Chamda (Nohradhar) in district Sirmaur.

The Cabinet gave its approval to change the name of Animal Husbandry Dispensary Gatogda, District Solan to Animal Husbandry Dispensary Kaaba Dhaarguda.
As per budget announcement of the Chief Minister, the Cabinet accorded approval for enhancement of Grant-in-Aid of Panchayat Tailoring Teachers from existing Rs. 2300 per month to Rs. 2600 per month w.e.f. 1.4.2017.

Health
Approval was given by the Cabinet to upgrade Community Health Centre Kihar in District Chamba to 50 bed hospital along-with creation of 21 posts of various categories to fulfill the announcement made by the Chief Minister,
Nod was given to upgrade Civil Hospital Nurpur from 100 bedded to 135 bedded along with creation of 23 posts of various categories.
Decision was taken to grant boarding lodging facilities to members and ex-members of State Legislative Assembly upto Rs. 7500 per day within the overall limit of Rs. 2.50 lakh per annum.

Amendments and Acts
It was decided to amend Recruitment and Promotion Rules for the post of Range Forest Officers, (Class-II Gazetted).
Approval was given for amendment in Recruitment and Promotion Rules for the post of Assistant Conservator of Forest (Class-I Gazetted).
Cabinet gave its approval to frame Recruitment and Promotion Rules for the post of Assistant Programmer, Information Technology, in IT Department.
Nod was given to frame the Recruitment and Promotion Rules for the post of Registrar in the H.P. State Consumer Dispute Redressal Commission.
