Ural Federal University Informs Key Requirements of Russian Migration Legislation To Its Foreign Students

On February 6, International Office of Ural Federal University organized a meeting of UrFU international students with representatives of the Migration Department of the Ministry of Internal Affairs of the Russian Federation in the Sverdlovsk region dedicated to the most topical issues for foreign students related to the migration legislation of Russia.

The Migration Department of the Ministry of Internal Affairs was represented by:

Aleksey Klubnikin, Head of Visa and Invitation Department,

Aleksandr Biryukov, Head of Labor Migration Department,

Kirill Slizov, Deputy Head of the Immigration Control Department,

Anna Bolenkova, Acting Head of the Citizenship Department,

Svetlana Pichugina, Deputy Head of Temporary Residence Permit and Residence Permit Registration Department.

The following points discussed during the meeting are to be considered by all foreign students:

● Visa extension is carried out no later than 20 working days before its expiration date. Order of the Ministry of Internal Affairs of the Russian Federation of December 4, 2019 No. 907 About approval of Administrative regulations of the Ministry of Internal Affairs of the Russian Federation on provision of the state service in registration, issue, prolongation of effective period and recovery of visas to foreign citizens and stateless persons;

● Any foreign national who entered the territory of the Russian Federation for the purpose of study must undergo a medical examination and fingerprinting within 90 days of crossing the border. Federal Law No. 274-FZ of July 1, 2021 “On Amendments to the Federal Law “On the Legal Status of Foreign Citizens in the Russian Federation” and the Federal Law “On State Registration of Fingerprint in the Russian Federation”;

● The activities of a foreign citizen in the Russian Federation must correspond to the declared purpose of the trip (Federal Law of August 15, 1996 N 114-FZ. On the Procedure for Exiting and Entering the Russian Federation, the Ministry of Foreign Affairs Order from 21.12.2020, N 23235 “List of purposes of visit, used for issuance of visas to foreign citizens”);

● Violation of the migration legislation of the Russian Federation, including the procedure for entry, stay and departure from the Russian Federation, shall result in liability in the form of an administrative fine from five to seven thousand rubles with administrative expulsion from the Russian Federation (Code of Administrative Offences of the Russian Federation, Article 18.8. Violation by an Alien or a Stateless Person of the Rules for Entry into the Russian Federation or of the Regime for Staying (Living) in the Russian Federation).

Among others, students were informed about a new vital public service – Temporary Residence Permit for the purpose of obtaining education. According to the federal law, the Temporary Residence Permit for foreign students can be obtained by full-time students for the entire period of study plus 180 days after graduation so that they can find employment. The term for consideration of a request is 38 business days. You can submit the documents for the Temporary Residence Permit for Foreign Students at 46 Sulimova Street.

Documents required:

● Application in the prescribed form

● State duty in the amount of 1,600

● Photo size in 3.5*4.5 cm

● Copy of identity document (passport) with notarized translation

● The results of the medical examination

● The tear-off section of the notice of migration registration at the place of stay

● Copy of an extract from the order of enrollment

● Copy of the study agreement

● Education Certificate

● For citizens with a visa regime – a certificate of criminal record, legalized in accordance with the law needed. This certificate is valid for 3 months from the date of issuance

● A Russian language certificate is not required

● State fee – 1600 rubles.
