New Delhi:  Bihar has shown tremendous growth and Initiatives on IT Front & Good Governance through e-Governance during covid pandemic said Jibesh Kumar, IT minister Govt. of Bihar said that. He said,‘We are celebrating Azadi Ka Amrit Mahotsav and I would also like to mention the initiatives of e-governance and investment opportunities in the state of Bihar during the Corona Pandemic under the impeccable guidance of Hon’ble Chief Minister Nitish Kumar” . Bihar has shown tremendous growth across all areas of development. In fact, Bihar is ranked among the top-performing states in terms of GDP growth rate.

 

Jibesh Kuamr said, ‘During the pandemic, Digital adoption has taken a quantum leap at all levels – be it personal, organizational, or at the industry levels. Since the COVID-19 pandemic broke out in the year 2020 , much of the world moved online, accelerating a digital transformation that has been underway for decades. Children with at-home Internet access began attending classes remotely, many employees started working from home and numerous firms adopted digital business models to maintain operations and preserve some revenue flows’.

 

In these unprecedented circumstances, the state of Bihar used a variety of techniques to combat the disastrous CORONA virus, which was spreading at a rapid pace. Our initiatives during covid and future initiatives to make Bihar covid or pandemic proof in term of business continuity.

 

Bihar government has utilized technology to the fullest to mitigate the pandemic challenge and support all sections of the society in most difficult times. Key initiatives of the state are as follows:

I) College Wifi

 

Some of the key initiatives that have already been taken to keep afloat the government system even in a pandemic are eOffice, that has increased productivity and transparency by Anywhere Anytime working, eVidhan Application, which will enable paperless proceedings at Vidhan Parishad has been launched on 25th Nov 2021. Other key initiatives are CFMS, BSDC, BSWAN, BAAF, eProcurement (Eproc 2.0).

 

IT department has also emphasized on Incubation and Research centres. IT Department has funded C-DAC to initiate research and development in the fields of Artificial Intelligence, Data Science, Cyber Security & Cyber Forensics, and Internet of Things as part of the initial planning (IoT). IT department has also funded NIELIT for enhancing Capacity Building by opening training centres at Patna, Buxar and Muzaffarpur. IT department has also funded IIT, Patna for incubation support. On similar lines, as Bihar is an Agri driven state, Bihar will soon open an Agri CoE to enhance agricultural productivity by innovative use of technology

 

The Government of Bihar is taking progressive steps in the field of Information Technology by working with a multidimensional approach to encourage investment in the state. The recent invitation by the Department of Information Technology, Government of Bihar, to the IT/ ITeS & ESDM based Start-Ups to apply for rent-free office space in the Start-Up Hub of the state, situated on 9th & 13th floors of Biscomaun Tower, Patna-800 001, is one of the moves that will ensure the contribution of entrepreneurial, skilful youth of Bihar in development of IT sector in the state.

 

The Department of Information Technology received 48 applications for rent-free office space from start-ups in a variety of areas, including business process outsourcing, knowledge process outsourcing, data analytics, the internet of things, and business process management. Out of 48 applications received, 25 start-ups have been shortlisted for allocation following an evaluation procedure, as detailed on the official website of the Bihar Government’s Department of Information Technology.

 

 

Going forward, from short term perspective, we have initiated provisioning of bare shell office space to MSMEs and/or established companies. From Midterm perspective – we will develop IT tower at Dak Bangla and Bandar Bagicha. From Mid to long term – we are planning IT City and IT Park @ Rajgir and Bihar.
