Pontificia Universidad Católica de Chile: Public education and freedom of education

“Universities are very relevant communities in our society, committed to the creation of new knowledge, research, teaching, comprehensive training of youth and the debate of ideas about the great challenges facing the country. In the current constitutional process, these contributions are crucial since they allow the expression of all views and proposals.

A fundamental aspect of university reflection is the freedom of teaching and the right to public education, aspects that must be complemented, -and not opposed-, to allow a plural and quality view. Education must promote the full development of the person in all stages of their life, -with parents certainly having the preferential right and the duty to educate their children-, in which the State must guarantee access to an education public, inclusive and quality for the entire population.

Education is more than delivering knowledge or information, it involves training, respect for diversity and a commitment to the development of the person. At the higher education level, the plurality of projects, academic autonomy and freedom, the broad development of scientific, technological, humanistic research and artistic creation must be ensured. These are fundamental aspects in a new Constitution, so today they are of special relevance.

The freedom of education has been enshrined in the Constitution for more than one hundred years and is an essential part of the pluralism that we want to continue building in our country. Also, it is enshrined in multiple international treaties, thus confirming an international commitment to this right. Higher education must be supported in its innovative academic projects, of quality, orientation and public relevance, -independent of the ownership of the institutions-, that contribute to the growth and development of the country.

The State is responsible for promoting public education and guaranteeing freedom of education, which is vital to favor the participation of various institutions in shaping our cultural identity. This has favored the growth of our society, advance in social cohesion and the construction of a pluralist society ”.
