Bathinda : A two-day Capacity Building cum Training Programme on RTI and Reservations against Reservation organized at Central University of Punjab on November 13–14, 2022. The invited speaker for this programme was Dr. H.S. Rana, Principal Director, Institute of Public Administration, Bengaluru.

During this two-day workshop, Dr. H.S. Rana discussed the history of the formation of the Constitution of India in 1949 and the importance of various articles in our daily lives. He stated that the Constitution of India is the mother of all laws in this country because all legislations/Acts/Laws and Rules/Regulations emanate from the Constitution of India. He stated that J.H. Hutton’s Census of India, 1931, is a very significant document that deserves to be studied because it examined India through the lens of caste and community. He highlighted the role of Dr. B.R. Ambedkar in introducing reservation for backward classes and depressed classes in the government sector and discussed the important constitutional and legal provisions, amendments and court cases on reservation in services and posts for SC/ST/OBC/EWS.

Dr. H.S. Rana shared that the Government of India introduced the Right to Information Act in 2005 for citizens of India to provide secure access to information under the control of public authorities in order to promote transparency and accountability in every public authority. He shared that the scope of this act also applies to such private institutions that are under the control of the government, such as Banks, Universities etc.

In the valedictory session, Prof. Raghavendra P. Tiwari expressed his gratitude towards the esteemed speaker for enlightening participants. He expressed the hope that this programme would prove to be beneficial for CUPB employees to better understand the key provisions of the RTI Act and the Reservation Policy.

At the outset, Prof. B.P. Garg, the CoE and the Registrar (O) delivered the welcome address. Prof. Monisha Dhiman, Director IQAC, while introducing the invited speaker, stated that Dr. H.S. Rana is an acclaimed administrator, author and script writer of famous advertisements. Towards the end, Prof. Dhiman gave a formal vote of thanks.

The workshop was attended by officers, administrative and non-teaching staff of the university.
